Pancit Cabagan of Josie Panciteria in Cabagan, Isabela  On a northbound trip to Tuguegarao City, the unassuming town of Cabagan in Isabela is worth a stop for one reason: the scrumptious namesake noodle dish at Josie Panciteria. Conveniently located along the highway, Josie Panciteria arguably makes the best in town.
